Managing Multiple Proposals Within an Opportunity

As opportunities evolve over time, GovDash allows you to keep track of all responses related to an opportunity under one source of truth.

For example, if you have submitted an RFI or sources sought, you can utilize the same opportunity (including capture/solutioning, notes, uploaded documents, and more) once the full solicitation is released. This cuts down on duplicative efforts and allows your team to hit the ground running as you are not starting from scratch on a brand new opportunity at each phase.

Once each response is created, it can be fully managed within the opportunity, and outcomes can be individually tracked within Proposal Cloud. For more information on outcome tracking for your responses, check out our support article here!


Creating a New Proposal Within an Opportunity

To create additional proposals within your opportunities (for example, when an RFP drops and you want to attach it to the RFI you submitted), simply click the New Proposal button within the navigation pane in your opportunity.

By default, GovDash will provide you with a list of all documents attached to the opportunity within the Solicitation Documents section. This list pulls from the documents that are attached at the opportunity level, which is accessible from the Documents menu in the Opportunity section in the opportunity navigation pane.

When the new proposal is created, it will be nested at the bottom of the opportunity navigation pane, complete with its own solicitation information, compliance matrix, outline, and more. Each proposal can have its own unique name that is different than the main opportunity name, making it easier to track individual responses.


Adding and Managing Documents

If you need to add additional documents (e.g. once the full solicitation drops and you receive the final versions of the RFP and PWS), you can do so under the Documents menu in the Opportunity section in the opportunity navigation pane by clicking Attach Documents in the top right.

Where do my documents go if I have multiple proposals attached to a single opportunity?

  • If you add a document to a proposal, it will also appear at the opportunity level (so the opportunity always stays comprehensive, a full overview).

  • If you add a document to an opportunity, it does not automatically get added to all proposals under that opportunity. This gives you control over which proposals use it. GovDash will provide you with a notice when opportunity-level documents are not present within your solicitation, as shown through the unlinked opportunity document tooltip.


Example Process

Your team has identified a sources sought opportunity within Bid Match. You add it to your Pipeline, which creates an opportunity. Your team decides to go ahead and create a response to the sources sought. You generate your outline, your proposal, and submit. Your team has been tapped to submit an RFP for the opportunity, and you’ve been given a new set of documents.

  1. Within the Pipeline Opportunity or Proposal Cloud RFI views, click New Proposal.

  2. Remove any existing documents that are not relevant to this proposal (such as the documents related to the  sources sought proposal) and upload any newly released documents from the customer.

  3. Follow the normal workflow of selecting your past performance, detailing teaming information, etc. and submit.

  4. Your new proposal will appear in the navigation pane with its own set of options (solicitation, compliance, outline, etc.)
